Is that True? Pak used the money from US against India?

Is that true that pakistan used Million Dollar Aid from USA to use it against Al-Qaeda but Pakistan used it against india? Well if that is true, than there will be more chaos from which Bhutta Assassination is one of those facts. The money Pak received was to make its military stronger not to use it against India! If pak military is stronger there will be less terrorism attacks, but I guess Pak military Officers would rather let nation get killed by Terrorists than by Indians. Very very very bad decision for pak.
